§ Mrs. Virginia BottomleySome of those commenting on the proposals in the White Paper "Working for Patients" and the National Health Service and Community Care Bill have proposed "pilot studies" though it is seldom clear what is meant by that or whether this novel approach to management change would be practicable. The Government approach to implementation is one of determined but considered progress, learning and sharing the practical lessons of experience and assisted by enthusiastic volunteers. This approach has the merit of speed and sensitivity without damage to morale and the blight on development that would be the inevitable result of "piloting".
