To ask the Secretary of State for the environment what was the capital allocation for the 1989–90 partnership programme for Newcastle city; what has been the actual spend to date; what is the planned real outturn for 1989–90; and what will be the amount spent on projects within the parliamentary constituency of Newcastle upon Tyne, East.

The urban programme capital allocation to the Newcastle-Gateshead inner city partnership for 1989–90 is £12.3 million of which £6.14 million is allocated to Newcastle city. A total of £3.3 million of the Newcastle city allocation had been spent by 31 December 1989. The city council has recently informed my Department that there will be a £500,000 underspend on their capital allocation producing an estimated outturn figure of £5.64 million for Newcastle city for 1989–90. This underspend, however, has been contained within partnership through a transfer of resources to Gateshead MBC. My Department's regional office does not record urban programme expenditure by parliamentary constituency and therefore this information can be provided only at disproportionate cost.
