Mr. Morgan

To ask the Secretary of State for the Environment (1) what action he expects to take to review the operating licences of dolphinaria which have not replied to requests or reminders for details from United Kingdom dolphinaria of their operating plans for implementing new standards;

(2) what enforcement action he proposes to take in the case of operators of dolphinaria failing to respond to his Department's requests for the submission of operators' plans or implementing new standards for dolphinara, pursuant to the 1986 Klinowska report;

(3) when he expects to receive operators' plans for implementing new standards for dolphinaria from all four United Kingdom operators;

(4) whether he proposes to review the operating licences of United Kingdom dolphinaria.

Mr. Trippier

The steering group report makes it clear that display exemption licences will only be renewed by my Department in August 1991 if satisfactory progress has been made towards attainment of the revised standards by August 1993. All four dolphinaria operators are aware of this deadline and three have now responded to our requests for information about their plans.

To ask the Secretary of State for the Environment what action he proposes to take regarding the implementation of the steering group's recommendations on the Klinowska report on revised criteria for licensing dolphinaria in the United Kingdom.

My officials have undertaken consultations with all interested parties on the basis of the draft standards of modern zoo practice annexed to the steering group report. We will issue the additional standards once any outstanding technical questions have been resolved.
