§ Mr. Peter MorrisonThe budget of the Energy Efficiency Office is being substantially increased in 1990–91 to accommodate expenditure under the proposed home energy efficiency scheme. Powers for the new scheme, which will offer grants towards the cost of insulation measures in low income households, are included in the Social Security Bill currently before Parliament.
