To ask the Secretary of State for the Home Department whether he will make a further statement on the operation of "fresh start."

I refer the right hon. and learned Member to my answer of 20 December 1989 to the hon. Member for Leicester, East (Mr. Vaz) at columns270–71. We have recruited nationally all the additional staff promised under the "fresh start" framework agreement and will continue to honour our commitments. There are nearly 20 per cent. more officers in post in establishments than three years ago.
