§ Mr. Heathcoat-AmorySince it fully assumed its responsibilities on 1 September 1989, the National Rivers Authority has been actively carrying out its functions in676W relation to pollution control, and has successfully prosecuted a number of offenders. The authority has also embarked on a number of reviews of policy areas, including the discharge consent system, and it will carry out a national survey of water quality in 1990.
