A total of 46 per cent. of local authority net current expenditure in England in 1989–90 is budgeted to be spent on education.

My right hon. Friend the Secretary of State took all the new burdens falling to local authorities into account when setting the level of total standard spending for 1990–91. I believe that the increase of 11 per cent. to £32.8 billion over the equivalent figure for 1989–90 is reasonable.
