§ Mr. FatchettTo ask the Secretary of State for the Environment if he will list those firms which have been subject to or threatened with compulsory purchase order by Leeds development corporation; what are the numbers employed by those firms; and what is the consultative process which took place in each case.
§ Mr. Moynihan[holding answer 15 March 1990]: Urban development corporations have compulsory purchase powers under section 142 of the Local Government, Planning and Land Act 1980. Procedures for making and processing compulsory purchase orders are described in DOE circular 6/85—"Compulsory Purchase Orders: Procedures." Particular advice on CPOs promoted by UDCs is also contained in DOE circular 23/88, "Compulsory Purchase Orders by Urban Development Corporations." In addition to the statutory procedures Leeds development corporation is offering a personal visit to all parties to explain procedures; is willing to be flexible in giving firms time to relocate; is making land acquired by the corporation available for relocations; and is developing a relocation package to assist companies in their move.
I am informed that 67 firms, employing 445 people, have been subject to compulsory purchase orders made by Leeds development corporation. Of these firms, 17 have already reached a settlement with the corporation, safeguarding 114 jobs. Negotiations with the remainder are proceeding. I will write to the hon. Member listing the firms.
