§ Mr. Maxwell-HyslopTo ask the Secretary of State for Education and Science what is his best estimate of the cost to Devon county council of(a) circular 22/89, (b) introducing local management of schools and (c) introducing the national curriculum in the financial year 1990–91; and by what method each of the above was calculated.
§ Mr. Alan HowarthOn circular 22/89, I refer my hon. Friend to the reply that I gave him on 14 March on the same subject. Estimates have not been made on an LEA by LEA basis of the additional costs of introducing LMS and the national curriculum in 1990–91. However, the additional pressures on spending nationally arising from the implementation of these reforms were among the factors taken into account in setting total standard spending for education for that year. Some of this spending is supported by specific grants (education support grants and local education authority training grants). Allocations of these grants to Devon LEA for 1990–91 will support spending of some £3.3 million on activities related to LMS and the national curriculum. These allocations are mainly determined by formulae relating to the number of pupils and schools in each authority
