To ask the Secretary of State for the Environment if, pursuant to his statement of 2 March,Official Report, columns 531–34, he will set out the options he is considering with regard to meeting the objectives of residential planning demolition restraint.

Mr. Michael Spicer

As I indicated to the House on 2 March, I intend shortly to issue a consultation paper about whether the demolition of dwellinghouses should be brought within planning control. It will set out the issue and invite views on the scale of the problem nationwide. I expect the paper to seek comments on the following options:

  1. (a) designation of more conservation areas;
  2. (b) designation of local or special development areas;
  3. (c) a system of prior notification of demolition of residential property;
  4. (d) a code of practice for housebuilders;
  5. (e) further policy advice from my Department;
  6. (f) require planning permission to be obtained before demolishing any dwellinghouse.
