To ask the Secretary of State for Scotland whether he proposes to make any changes to the operation of the extended fixed penalty system for road traffic offences.

In the light of consultation with representative organisations my right hon. and learned Friend has decided to make the following changes from 1 April 1990.

He proposes to increase fixed penalty levels to £16 for non-endorsable offences and £32 for endorsable offences, and to amend the range of offences to include the offences of failing to comply with a red signal at a pelican crossing and failing to accord precedence to pedestrians at a pelican crossing or zebra crossing.

Orders to effect these changes have been made, and laid before both Houses of Parliament.
