§ Mr. GristThe day-to-day administration of the new home renovation grant system will be the responsibility of local housing authorities. My hon. Friend., the Parliamentary Under-Secretary of State for the Environment, announced on 22 February that implementation of the major provisions of part VIII of the 1989 Act in England and Wales will be deferred to 1 July 1990. This will allow local authorities to prepare for a smooth transition to the new system and maintain the momentum on renovation activity.
