To ask the Secretary of State for the Home Department what analysis he has made of the steps being taken by football clubs to implement the findings of the Taylor report.

Analysis of responses to inquiries made last year of the police, fire authorities and local authorities, which are responsible for the issue of safety certificates, about implementation of the urgent recommendations of the interim report of the Hillsborough inquiry indicated that nearly all of them had then been implemented at football league grounds, as had many of the non-urgent recommendations. The majority of the safety recommendations of the final report which are aimed at football clubs comprise recommendations which were in the interim report, with the exception of those on all seated accommodation. We shall be looking to the Football Licensing Authority to check the progress of clubs towards the introduction of all-seated accommodation at football league grounds.
