§ Mr. MoynihanI made it clear to the president of the Italian Football Association, who is vice-president of UEFA, during my visit to Italy last month that it would be unwise of the Government to take a view or for UEFA to reach a decision on the return of English clubs to European competitions until we were able to assess the behaviour of English supporters both in the 1989–90 domestic season and at the World Cup finals.
