§ Mr. RifkindThe gross expenditure incurred by local authorities in the financial year ended 31 March 1989 in respect of community service schemes was estimated to be £3.2 million. There were 3,492 orders made during the same period, representing 69 per 100,000 population. On the basis of these figures, the average cost per order was about £920.
