§ Sir Geoffrey HoweThe Refreshment Department purchases only canned tuna fish products which derive from skipjack tuna and, which it is understood, do not usually swim with dolphins. It is also keeping itself informed of developments in the marketing of "dolphin-safe" canned tuna fish. It is impracticable for the Department to purchase foodstuffs from other than a wholesaler.
