§ Mr. WaldegraveWe are disappointed that it was not possible to reach agreement on an open skies regime at the last round of negotiations in Budapest. We remain determined to pursue an open skies agreement, which could make a significant contribution to confidence building. We hope for an early indication that the Soviet Union is willing to negotiate constructively on the outstanding issues.
