To ask the Secretary of State for Education and Science if he will publish a list of the extra responsibilities placed on county education authorities in each of the past two years and his best estimate of the costs of compliance by county education authorities.

New and amended responsibilities placed on education authorities are generally set out in departmental circulars and administrative memoranda. Those issued in 1988 and 1989 are listed in the table. The cost of complying with these responsibilities will vary depending on the circumstances of the authority and the extent of discretion over the timing and manner of implementation. The funding implications of new education developments are considered in the discussions between the Department and the local authority associations which inform the annual grant settlement. The Department provides support for the costs of the main reforms in the Education Reform Act through its specific grant programmes. It is for each authority to decide what funds in addition to these grants it should allocate for new responsibilities from the overall resources available to it.
