Mr. McLeish

To ask the Secretary of State for Employment what is the total number of(a) employment training training agents and (b) employment training training managers who have received approved training organisation status for the most recent date for which information is available.

Mr. Jackson

[holding answer 23 July 1990]: As at 31 May 1990, 153 training agents and 881 training managers had received approval for stage one and one training agent and six training managers had received approval for stage two.

To ask the Secretary of State for Employment if he will list the employment training agency managers and directors involved in community programmes, YTS and employment training who have been investigated by the fraud squad, prosecuted and convicted in the period since June 1986; and if he will make a statement.

[holding answer 23 July 1990]No central record is kept by my Department on this type of information. Any information in respect of specific fraud allegations or investigations is held within the records of the Training Agency's 57 area offices and any such information must clearly be treated as confidential.

To ask the Secretary of State for Employment what investigations were carried out by the Training Agency or Manpower Services Commission into the training experience of directors of the Mutual Aid Centre Managing Agency and the High Wycombe Brass Tacks Agency.

[holding answer 23 July 1990]: The Training Agency investigates the ability of all potential training providers to deliver Government programmes and initiatives by carrying out on-site investigations to ensure that adequate facilities and arrangements are in place. A system of risk analysis is applied to the company's financial viability and where appropriate by examining whether previous initiatives have been successfully delivered.

Written evidence of previous relevant experience is required for members of staff directly involved in the delivery of the training or assessment.

The local approval process was followed in this case including consideration and approval by the relevant local tripartite area manpower board.

To ask the Secretary of State for Employment if he will make a statement on the implications for the provision of employment training of the conviction of two directors of Mutual Aid Centre Managing Agency.

[holding answer 23 July 1990]: There are no implications. The Mutual Aid Centre Managing Agency is not a provider of employment training. My Department continues to operate a system of financial appraisal and monitoring designed to protect public funds and to reduce the risk of fraud.
