To ask the Secretary of State for Trade and Industry whether he will bring forward an amendment to the Companies Acts to allow shareholders to speak against a resolution at an annual general meeting or extraordinary general meeting asked to approve a rights issue.

No. Such an amendment is unnecessary, as a shareholder appearing on the register of members already has the right to speak at a general meeting against a resolution proposing a rights issue, subject to the provisions of the normal rules governing the conduct of meetings.
