Mr. O'Neill

To ask the Secretary of State for Defence what assessment has been made by his Department of alleged breaches of legislation that regulates the export of lethal and non-lethal military equipment by Euroean and north American companies.

This is a matter for the Government of the country or countries concerned.

To ask the Secretary of State for Defence whether there are any restrictions on the export of non-lethal defence equipment to(a) Iran, (b) Iraq, (c) Libya and (d) Guatemala.

Mr. Alan Clark

All exports of defence equipment are considered on a case-by-case basis. In addition, there are guidelines in respect of Iran and Iraq announced by my right hon. and learned Friend the then Foreign and Commonwealth Secretary on 29 October 1985 at column450, and the United Kingdom has had an embargo on all new defence sales to Libya since May 1984.

This is a matter for the Government of the country concerned. There are, in addition, international fora in which these matters are discussed.
