To ask the Secretary of State for Health if he will make a statement on which statutory authorities, including the national health service, and to what extent, the responsibility for institutional care of elderly people who are heavily dependent on nursing care now lies.

Until the relevant sections of the National Health Service and Community Care Act 1990 are brought into force, responsibility for continuing nursing care either in hospital or nursing homes rests with district health authorities. Income support is also available to help with the cost of care for people who have made their own arrangements with private and voluntary homes.
