§ Mr. Alan HowarthThis is a matter for the Commissioner for Local Administration in England who is entirely independent of central and local government. I understand that to date local authorities have refused to comply in a total of 165 cases. Although the commission's records do not permit a breakdown of this total, they have identified three cases in the last two years where local education authorities have failed to comply.
