§ Mr. Michael ForsythUnder section 2(5) of the Mental Health (Scotland) Act 1984, my right hon. and learned Friend, before making recommendations to Her Majesty the Queen for appointment to the Mental Welfare Commission for Scotland, is required to consult such bodies as appear to him to be concerned. These bodies are invited to nominate suitable candidates and any names put forward are considered along with other possible candidates. The final recommendations submitted to Her Majesty are solely a matter for my right hon. and learned Friend.
