§ Mr. AtkinsTraffic speeds in urban areas are influenced by a number of factors such as road and junction capacity, parked vehicles, signal timings, roadworks, time of day and weather conditions. Other things being equal, a reduction of 10 per cent. in car traffic might lead to an increase in peak-hour speeds of between 5 and 20 per cent.
