To ask the Secretary of State for Transport what assessment he has made of the impact on traffic speeds in London and other urban areas if the number of car journeys were to decrease by 10 per cent.

Traffic speeds in urban areas are influenced by a number of factors such as road and junction capacity, parked vehicles, signal timings, roadworks, time of day and weather conditions. Other things being equal, a reduction of 10 per cent. in car traffic might lead to an increase in peak-hour speeds of between 5 and 20 per cent.
