What consideration they are giving to using the Conference on Security and Co-operation in Europe as a means of resolving the difficulties caused by the claim in the constitution of the Irish Republic to sovereignty over Northern Ireland.

None. The Anglo-Irish Agreement and the intergovernmental conference which it established provide an adequate forum for comprehensive bilateral discussions to which both governments are committed.
