§ Mr. Peter LloydEC Heads of Government agreed at the European Council in Strasbourg in December 1989 that an inventory of member states' immigration position should be prepared, with a view to further discussion at ministerial level. I would not wish to prejudge the outcome of this discussion, but we have made it clear that we regard immigration policy as a national matter.
