§ Mr. WaldegraveWe have made no firm commitment yet of bilateral help to Bulgaria. The elections of 10 and 17 June mark a considerable step towards democracy. But, in view of residual doubts about some aspects of those elections, we shall still need to assess the policies of the new Government, and their commitment to political and economic reform, before we can extend aid.
