To ask the Secretary of State for Health why the haemophiliac sufferers contaminated with the HIV virus have not yet received the capital sum promised them via the Macfarlane Trust; and when he expects the payments to be made.

[pursuant to her reply, 26 January 1990, c. 921]The arrangements for paying the ex-gratia sums have now been completed. In co-operation with the trustees of the Macfarlane Trust, a new discretionary trust called the Macfarlane (Special Payments) Trust has been set up to administer the payments. It is expected that payments will begin tomorrow.
