§ Lord James Douglas-HamiltonThe building regulations which will come into effect in April 1990 were made under the Building Act 1984, which applies only to England and Wales. I have included similar improvements for the conservation of fuel and power in a major revision of all parts of the Building Standards (Scotland) Regulations, made under the Building (Scotland) Act 1959, which I intend to lay before Parliament later this year.
