§ Mr. Michael SpicerThere are no plans to extend the private sector home renovation grant provisions in the 1989 Act to council tenants. Local authorities are able to fund energy efficiency measures for their own stock from within their housing investment programme allocations. In addition, the Secretary of State for Energy has introduced provisions in the Social Security Bill for a grant scheme to assist low income households in the council and private sectors with basic insulation measures through community insulation services.
