§ Mr. RifkindI understand from inquiries made of chief constables that in 1989 five cases of alleged planting of evidence involving the police in Scotland were reported to the procurator fiscal. No proceedings were taken in three cases; the remaining two are still under consideration by the procurator fiscal.
