To ask the Secretary of State for Health what assurances have been given to the West Midlands regional health authority about the availability of the resources which will be required to implement the latest proposals entitled "Building a Healthy Birmingham."

The overall level of resources available for the Health Service is determined each year in the public expenditure round. All RHAs are then told what resources they will be allocated in the next financial year. No Secretary of State could give any RHA assurances beyond this period because this is dependent upon the outcome of subsequent expenditure surveys.
