§ Mr. RifkindThe Scottish Transport Group's external financing limit for 1989–90 was originally set at minus £4.7 million as recorded in the Government's Expenditure Plans 1989–90 to 1991–92 published in January 1989 (Cm 616). I have now set a revised EFL for 1989–90 of minus £12.1 million to reflect the changed financial circumstances of the group, particularly in relation to lower capital expenditure requirements in the Scottish Bus Group in advance of privatisation.
