To ask the Secretary of State for Employment at what level of turnover building firms will be required to begin contributing to the financing of the construction industry training board.

The Industrial Training Act 1982 requires that levy proposals must include proposals exempting any employer with a small number of employees from the payment of levy. The Industrial Training Levy (Construction Board) Order 1989 exempted firms with a payroll of less than £15,000, equivalent to one employee.

One of the priorities we have set for the new construction industry training board, is that more small firms should be given protection from the burden of levy.
