§ The Prime MinisterThe presence of substantial numbers of United States troops in Europe makes an essential contribution to Western security. The United States Government have made it very clear that they intend to maintain this contribution. The agreement at Ottawa between the United States and the Soviet Union, by which the two countries' stationed forces in the central region of Europe would each be subject by the CFE treaty to a ceiling of 195,000, is fully compatible with this.
