§ The Prime MinisterThe Government, in common with the other western allies have always supported German unification provided that it comes about as a result of the freely expressed choice of the people of the two German states. It must respect the relevant agreements and treaties and all of the principles of the Helsinki final act. The Government's aim has been to see a framework within which the full implications of Germany's unification could be properly worked out. We very much welcome the achievement of that framework with the agreement at the open skies conference in Ottawa to start meetings of the four powers and the two German states.
