To ask the Secretary of State for Scotland how many people in Scotland have not paid the poll tax; and how many people are in arrears.

Figures for the number of people who have paid the community charge are not held centrally but we understand that in most regions 85 per cent., and 95 per cent., of chargepayers have made some community charge payment, with a figure of 98 per cent., in one area. While no overall figure is yet available, it would appear that the proportion of people in arrears with their community charge payments is broadly the same as under the rating system last year.
