To ask the Secretary of State for Wales what proposals he has to reduce the dumping of toxic and other wastes within Wales.

Mr. Grist

Waste minimisation is central to the Government's integrated pollution control proposals. However, there will always be some wastes that will have to be disposed of, preferably as near as practicable to their points of origin.

Mr. Ron Davies

To ask the Secretary of State for Wales what information he has concerning the possible release of toxic effluent from the Trehir tip at Bedwas and the Coed-y-Brain tip at Llanbradach; and if he will make a statement.

My right hon. Friend does not collect such information. The responsibility for the regular inspection, including such matters as leachate control and monitoring, of all licensed sites or those operated under a council resolution, rests with the district council, which has appropriate powers under the Control of Pollution Act 1974.

The National Rivers Authority and Dwr Cymru are responsible for the monitoring of discharges into water courses and sewers respectively.
