§ 52. Mr. BoyesTo ask the Secretary of State for Foreign and Commonwealth Affairs what factors determine Britain's aid programme to South Africa.
§ Mrs. ChalkerOur aid programme is a practical demonstration of our commitment to promote fundamental change leading to the creation of a just, democratic and non-racial society in South Africa. It is helping to prepare for the day when South Africa's black citizens will be playing the major role in government and in economic development. Our programmes are planned and implemented directly with community groups, nongovernmental organisations and some universities.

I also visited the new British Council offices.
