To ask the Secretary of State for Energy if he will make it his policy to establish a special Government fund to cover the decommissioning costs of nuclear power stations, to be filled by annual payments from the operators of nuclear power stations.

No. Financial provision for decommissioning costs is a management matter for the operators of nuclear power stations.
