§ Mr. AtkinsThe programming of highway works on local roads and form of contract employed are matters for the local highway authority concerned. Last autumn the local authority associations sent a report to their members, commending the use of lane rental contracts as a financial incentive to contractors to shorten the period of occupation of the road during works on busy traffic routes.
