§ Mr. ChopeIn the year ending 31 December 1989, the district valuer made 101 determinations of value under section 128 of the Housing Act 1985 on the application of tenants of Norwich city council. The value determined was lower than the council's opinion of value in 76 cases by an average of £3,334 or 6.52 per cent., higher in one case and the same in 24 cases.
