§ Mr. ScottThe arrangements proposed in "Caring for People" (Cm. 849) by my right hon. and learned Friend the Secretary of State for Health are designed to enable local authorities to provide help with the care needs of very severely disabled people. Financial help with the costs of domestic assistance and personal care is currently also available through the independent living fund.
