Mr. Michael

To ask the Secretary of State for Wales if he will list the subsidiary legislation having effect in Wales that is planned subsequent to the passage of the Local Government Act 1989, and if he will indicate(a) when he hopes to publish each item of subsidiary legislation and (b) when he intends that each should take effect.

The following regulations have so far been made under the Local Government and Housing Act 1989The Charging Authorities (Population for Precepts) (Wales) Regulations (SI 1989/12268) The Charging Authorities (Notification of Precept Population) (Wales) Regulations (SI 1989/12305) The Local Government (Politically Restricted Posts) Regulations 1990 (SI 1990/42)

Further secondary legislation will be introduced as required to ensure the progressive implementation of the Act. The Government's policy will be to ensure, whenever possible, that all interested parties will have an opportunity to comment.

To ask the Secretary of State for Wales whether he will make it his policy to ensure that adequate time is given between publication of subordinate legislation relative to Wales subsequent to the passing of the Local Government and Housing Act 1989 and the implementation of the Act.

The Government will continue to give as much time as practicable.
