HC Deb 08 February 1990 vol 166 c783W
Mr. Vaz

To ask the Secretary of State for Transport what proposals he has to make helmet-wearing for children, whilst riding a bicycle, compulsory; and if he will make a statement.

Mr. Atkins

Head injuries are a major cause of death and serious casualties in cycle accidents, so it makes sense for riders to have head protection. We encourage people to wear helmets but there are no present plans to make this obligatory.
