To ask the Secretary of State for Transport if he will take action to ensure that heavy goods vehicle licensing authorities must take into account deficiencies in the public highway system giving access to a proposed operating centre when determining applications for new licences.

Mr. Atkins

Responsibility for traffic and safety matters on the public highway rests with the appropriate highway authority. It would be wrong to confuse this with the functions of a licensing authority for goods vehicle operator licences.
