To ask the Secretary of State for Social Security from what budget the costs of the new entitlements from April 1991 to income support and housing benefit for residents of independent nursing homes or residential care homes will come.

Existing arrangements for all income support and housing benefits expenditure will continue.

To ask the Secretary of State for Social Security if he will set out how the new responsibilities for administration and payment of housing benefit will operate for local authority-sponsored residents who are placed in residential care homes or nursing homes outside the placing authority's boundaries.
