§ Mr. TrippierDetails of the draft directive were set out in the explanatory memorandum (10139/89) which was placed in the Vote Office on 27 December. The Government support the objective of the proposal, which is to prevent the environment from being adversely affected by municipal waste water discharges, and expect to play a constructive part in the discussion of the proposal by the Council of Ministers.
