§ Mr. Nicholas Bennett[pursuant to his reply, 5 December 1990, c. 148]: Owing to a typing error an incorrect figure was given. The correct answer is as follows. The estimated average rate bill per ratepayer for Wales in 1990–91 is £430 or 31 per cent. over 1989–90. For a detailed breakdown for each local authority, I refer my hon.
